Can governments ban decentralized exchanges?

If a DEX is decentralized and the government doesn't have a hold on it, is it possible for them to ban it? I understand that they obviously need to control everything, so how does this work?

Even though it is impossible to stop decentralized exchanges from running, banning decentralized exchanges is possible in writing or by declaration. Nevertheless, those DAOs will not seize to exist. Countries like China have outrightly banned all cryptocurrency activities, yet millions if not billions of Chinese people are accessing and developing decentralized platforms using VPNs.
