Are DAOs really decentralized and autonomous?

I don't understand how a DAO can be autonomous and yet exist. How is it not run or maintained by a group of people? It doesn't make sense. Surely, someone must regulate it.?

DAO members have a mutual objective but lack a leader or committee to direct them. Instead, DAOs use flat hierarchies to achieve consensus, guided by the whole community rather than a central figurehead, thus the “decentralized” concept.
Though the hierarchical model of DAOs is principally designed to be decentralized, some major DAOs like Uniswap are not fully decentralized. Most core daily activities on Uniswap are left to a few individuals to execute. Proponents of partially decentralized DAOs argue that providing a certain degree of control is necessary to achieve shared prosperity.
