What is a successful example of decentralized governance?

Many of my political science classmates are strongly for decentralized governance. I am neither for nor against, partly because I don't fully understand what it is, but also because I don't know any examples of countries with successfully decentralized governments. Does anybody out there have any examples that I can study? Thanks!

Examples of countries that have achieved an exceptional “big bang” shift toward inclusive political and economic decentralization include:
Bolivia in 1995 and Indonesia after the collapse of Suharto in 1998
Brazil and India decentralized irregularly and more steadily.
In Pakistan, devolution epitomized a tool for power consolidation of a non-democratic national government.
In Mainland China, local governments enjoy much economic freedom but little political power.
Lastly, South Africa transitioned from the autocratic decentralization of Apartheid to decentralization under a democratic constitution.
